Direct answer
Assign Citizens by current bottleneck, not rarity alone. A high-quality Citizen is valuable only when its expertise matches a building that supports your next objective. Evony’s official Citizen launch says each Citizen has an area of expertise and that matching it to a suitable building improves that building’s buff attributes; qualities run from Common through Epic (official Citizen announcement).
Version 5.24.0 expanded assignments to Barracks, Archer Camp, Stables, Workshop, and Rally Spot, with higher-quality Citizens providing better effects (official update). Always read the live in-game effect because the system can evolve.
Build an assignment map in five steps
1. List supported buildings
Open each eligible building and record occupied, empty, and upgradeable Citizen slots. Do not assume every city building accepts Citizens.
2. Name your 14-day objective
Choose one: troop training, march development, healing throughput, or balanced city growth. A short planning window makes reassignment decisions measurable.
3. Match expertise before quality
First filter Citizens whose expertise applies to the target building. Then choose the highest useful quality within that group. An off-role Epic may contribute less to your objective than an on-role lower-quality Citizen.
4. Fill the bottleneck first
If troop training queues are the constraint, prioritize the relevant troop building. If your active play centers on marches, inspect Rally Spot effects. If recovery is delaying participation, review Hospital-compatible Citizens described in the original system announcement.
5. Review after a milestone
Recheck assignments after a major building upgrade, troop-type switch, or event cycle. Citizen placement is a loadout, not a permanent identity.
Decision framework
Use this order: eligibility → expertise match → objective impact → quality → replacement cost. The framework prevents a common error: placing the rarest Citizen in the most impressive-looking building without checking whether the effect solves anything.
Resource planning without overbuying
Citizen bonuses do not remove building requirements. Before committing to a city project, calculate the four-resource shortfall from the in-game requirement screen. If you independently consider an external option, the 100B Evony RSS Package is listed at $95 with an exact split of 25B Food, 25B Lumber, 25B Stone, and 25B Ore. Confirm server availability and delivery terms first; a balanced package may still be a poor fit when your shortfall is concentrated in one resource, and RSS does not improve Citizen buffs or guarantee progress.

Common mistakes checklist
- [ ] Assigning by color or rarity without checking expertise.
- [ ] Leaving a supported high-priority building empty.
- [ ] Optimizing production while a military queue is the real bottleneck.
- [ ] Forgetting to reassess after changing troop focus.
- [ ] Treating a Citizen effect as a substitute for research or building levels.
- [ ] Buying resources before measuring the exact four-resource deficit.
FAQ
Where are higher-quality Citizens recruited?
Evony says Citizen Recruitment Tickets can be used in the Tavern, with recruitment available up to Epic quality; event availability may vary.
Does every building accept Citizens?
No. The official launch explicitly said not all buildings supported assignments, and later updates expanded the list.
Is Epic always best?
Higher quality provides stronger effects, but only a relevant expertise in an eligible building advances your chosen objective.
Should I optimize all buildings equally?
Usually not. Prioritize the one or two buildings limiting your current plan, then distribute remaining Citizens.
